The People's Redemption Council (PRC), led by Master Sergeant Samuel Kanyon Doe, terminated a regime that had long since lost its legitimacy in the eyes of most Liberians. The PRC's promise of an early return to civilian rule gave it a base of popular support and the writing and adoption of a new constitution, together with the lifting of the ban on political activity, seemed fulfillment of Liberians' aspirations for democratic government
