In 1983, it was agreed that a new community for about 5000 people should be developed for the African National Congress of South Africa (ANC) in an abandoned farmland with an area of about 28 sq.km at Dakawa, about 60 km north west of Morogoro town in central Tanzania. Since 1984, Dakawa has been developing on the lines proposed in the 1984 Development Plan which provided a settlement with adequate facilities for displaced South Africans and prepared them for the eventual return home. In early 1990, with the unbanning of the ANC and the political changes in South Africa, it became necessary to revise the 1984 Development Plan. The revision commences with a review of the concept and objectives of the 1984 plan. Its objective is to continue to provide the settlement with the necessary related facilities, and to maintain and improve existing facilities
